In this film contest, entrants are asked to make a short video to illustrate the value of information sharing. “The SPARKY Awards challenges you to illustrate in a short video presentation what you see as the value of sharing information. Use your imagination to suggest what good comes from bringing down barriers to the free exchange of information.”

The site references students and educators and I have to admit that I couldn’t find out if the contest is open to the general public as well. Make sure you read the contest rules and if you have any questions, the site does have contact information as well. All contest submissions are due by November 30, 2008.
